Will let you know about my front hub conversion. I ordered one just to try it, an older Club Car uses 3/4" front spindles, 4x4.0" bolt pattern, same as rear wheels. My hope was the same as SENTNC and move the rear to the front for lower cost, and then go with 2 to 3 inch bigger rear tires for more deck height for mowing. I too think it would lose too much torque, for me, going that large diameter. 23" calculates out 1.15 times faster than 20", so published 17MPH would be 19.5MPH. I don't use mine on-road, only off-road so I need the torque, but want a little more ground clearance.
as for the front hubs, I don't know what the spindle length of a Club Car is, so will post the results.

I'd like to know how it worked out (and then what you used.) I picked up the more aggressive tires and they have made a difference in traction for sure but I would have liked a little more deck clearance.
